Does anyone know of a gunsmith in the NOVA area capable of threading a rifle barrel?

The best guy around is Northern Virginia Gunsmiths, 7518-K Fullerton Road in Springfield.  703-644-6504.
Sandy Garrett and his son Robert.  He's a fairly harsh guy when you meet him, but he knows his work.
