After shooting my first Project Appleseed, I'm hooked on the idea of precision self-stabilized shooting. The only .22 I had at the time of the shoot was a Savage MK 2 designed for bench-rest shooting. I did somewhat decent (192 by my 2nd day AQT) but the manipulation of the bolt after each shot cost precious time especially on stages 2 and 3.

I'm planning a 10/22 based platform specifically to minimize effort between shots to better focus on technique and would like to keep the entire package in the $700-800 range.

So far the only thing I'm dead-set on is I would like a Victor Company Titan 1022 stock, short travel 2-stage trigger and I'm a fan of the Nikon ProStaff Rimfire II 4-12x scope.

I'm looking for recommendations for barrel, trigger (make/model) and any other modifications that would help with speed and ease of manipulation particularly in the prone position.

Thoughts?

You are making this way too complicated.  Buy yourself an old Wally world Ruger 10/22 if you can find one (I own 2) or buy a new Ruger 10/22.  The Wally world special has a 22" stainless steel barrel.  Next buy yourself a nice set of Techsights.

Put a USGI sling on it and you are good to go.  If you have the cash, a better BX Trigger for the Ruger 10/22 would also help.

If you must have glass, go with a simple 3x scope.

Spend the rest of your cash on ammo (CCI Minimags) and range time.

Spend the large sums of money on a centerfire rifle.  I think you would better spending that money getting an AR-15 lower.  Put a CMMG dedicated .22 LR upper on it, buy a lot of Blackdog magazines, sling swivels, sling, and a set of Mbus Pro sights.  You could then throw on a centerfire upper and it would all be basically the same.

I uploaded 2 pics.  The first one is a Redcoat from my first appleseed.  I shoot this at the end of the day on Saturday.  All three shots are touching.  I also included a picture of the gun that shot it.  This Wall world Ruger 10/22 is both accurate and precise.  I only added Techsights and a USGI sling.  The rest is stock.  The 27" sight radius really helped and is just a tad bit shy of matching the sight radius on my M1 Garand.
