How about 21 Sharp or 17HMR with a flip bolt?
Needs a 2stage Kidd trigger, 1 pound or less.
I have come here to chew gum and teach riflemen the art of shooting one hole groups and I'm all out of bubblegum.

And here I sit with a stripped 10/22 receiver, just waiting for suggestions. Possibly a Imperial Stormtrooper theme, then I would have an excuse for not being able to hit anything?
"(Were) they nourished by your indulgence? They grew by your neglect of them. As soon as you began to care about them, that care was exercised in sending persons to rule over them, in one department and another…Sent to spy out their liberty, to misrepresent their actions and to prey upon them; men whose behaviour on many occasions has caused the blood of these sons of liberty to recoil within them."

I am assuming that you are being humorous.  So make sure you get a 14-42 power scope with 1/16 moa clicks and the scope has to be longer than the barrel.

I've had the intention of making a tricked out 10/22 that didn't look like one, at least at first glance. It's fairly straightforward to make a race gun, and they usually come with loud stocks so you notice them.

I remember a couple race guns had a specific problem. Stock Ruger extractor, match barrel. The bullet would engage the tight rifling on insertion and everything would be fine, unless the shooter ran out of time and had to clear a rifle with a live round. The extractor would not have the strength to pull the chambered round out of the rifling hanging onto the bullet. I don't know why they didn't have a beefed up extractor. A rifle is a system, like any other. Even a positive change here can have a negative effect there that was not anticipated.

Yep, I have several of those upper crust 10/22's.

In jest of not, the upper crust 22's add a bit of consistency, when you build
one it fits better than having vet wrap and pool noodles for fitting.

My first 5 Rifleman qualifications came from factory rifles (my bad eyesight requires a scope)
so the cushy rifle is earned. At least in an old man's opinion.  :snipersmi

"Business!'" cried the Ghost of Project Appleseed, wringing its hands again.  "Liberty was my business; Heritage, History, Freedom, and Pursuit of Happiness, were, all, my business. The deals of Marksmanship were but a drop of water in the comprehensive ocean of my business!"

I'd start with a Black Rain Ordinance model and add from there.  They've got most of it done from the get go.

As for the target, I have to ask... Do the officers have a slightly darker red color?  I'd love such a target after the talk on target identification on day 2...
If I knew the world was ending today, I would still plant another Appleseedling.

The silhouettes are all the same color, not sure that will work for Target Detection

The Second Amendment is a doomsday provision, one designed for those exceptionally rare circumstances where all other rights have failed -- where the government refuses to stand for reelection and silences those who protest; where courts have lost the courage to oppose, or can find no one to enforce their decrees. However improbable these contingencies may seem today, facing them unprepared is a mistake a free people get to make only once.

-- Justice Alex Kozinski, US 9th Circuit Court, 2003
