The govt RFP mentions that the rifles should be "select fire."  Is this a solicitation for m4 military carbines?

Well, that usually means a "fun switch", so, yes.

It is technically a "DHS 5.56x45mm personal defense weapon".  So it is not an AR or M4 assault rifle.  Small change in words makes us all feel warm and fuzzy.
