I had an awful problem with my 795 with FTE's and double feeds. In reading other posts on here I see that occasionally someone else complains about the same problem. I had seen on another forum where somebody said the bolt could have some rough spots that could cause that so I was even looking on e-bay at used bolts if I couldn't figure something out. Anyway, I thought I would try polishing the bolt to see if that would help so I got some polishing compound and polished the bolt (by hand) until I was sick of polishing the bolt . Since then I have had only one FTE with over 500 rds w/o cleaning. Don't know if that is what cured the problem or the gun just got broke in at the same time but it might be worth trying for those who just can't seem to their 795 to do right.
Polishing the bolt on bothe 795's and 10/22's is a good idea in general. You can also polish the inner receiver as well, where the bolt slides. Ruger actually spay paints their receivers, which tends to melt when it heats up, gumming the action. I've used paint remover on my 10/22 and subsequently polished it inside and out. The extractors on both guns can be a problem too. I've found that removing the extractor and smoothing its inside edge with a stone (very fine) helps. It goes without saying that the recesses in the barrel that accomodate the extractor(s) needs to be kept clean too.
I did some cleaning up of the bolt and receiver, and lubricate liberally, it likes to run wet, or else I get stove pipes.
