The govt RFP mentions that the rifles should be "select fire."  Is this a solicitation for m4 military carbines?

"3.9 Action/Mechanism.....
The action shall be select-fire (capable of semi-automatic and automatic fire). "

It is technically a "DHS 5.56x45mm personal defense weapon".  So it is not an AR or M4 assault rifle.  Small change in words makes us all feel warm and fuzzy.
